Regulatory Manager – Energy Assistance / Universal Services Programs

The Manager, Universal Services is responsible for a variety of administrative and financial functions as they relate to departmental performance, fiscal, policy, procedural development and implementation within the Customer Affairs department. The incumbent is responsible for ensuring that activities related to the Customer Responsibility Program (CRP), CARES, LIHEAP, Senior Citizen Discount and Utility Emergency Service Fund (UESF) programs are run effectively, efficiently and in compliance with legislative guidelines. The Manager supervises a support staff responsible for ensuring the achievement of specific corporate goals through performing the unit’s day-to-day activities.

Universal Services Administration

  • Designs, proposes and implements program activities, policy modifications, public information and training materials that are consistent with PGW strategic goals and objectives; manages program contracts.

  • Develops and advises on regulatory strategies and forecasts related to the financial and public policy impact of assistance programs on company and customers.

  • Manages daily activities for low-income discount/subsidy programs including but not limited to account verification/recertification processes, administration and outreach campaigns.

  • Serves as liaison to local, state, federal governments, and community organizations in matters related to its Universal Services Programs, including making presentations and participating in discussions to promote objectives of programs.

  • Testifies before legislative body, regulatory agencies and other judicial and administrative forums as Company USP expert.

  • Prepares, reviews, analyzes, and maintain records, metrics, reports and directives related to Universal Services programs and grants.

  • Implements and manages periodic review of eligibility for Senior Citizen Discount.

  • Performs quality audits of Universal Services activities to ensure compliance with documented policies and procedures.

  • Oversees significant Universal Service budgets and cost recovery through Tariffed surcharge applied against all Firm customer bills. Responsible for forecasting participation levels for cost recovery from all Firm customers.

Personnel Management

  • Coordinates subordinate work activities by developing project timelines, milestones and analyzing impact, determining priorities of activities, making work assignments, monitoring projects, and providing direction and assistance as needed.

  • Assesses employee needs, ensuring subordinates are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement when applicable.

  • Evaluates and meets with subordinates to discuss work performance providing appropriate commendations and disciplinary actions to ensure employees are well equipped to meet and/or exceed job expectations.

Finance & Accounting

  • Assists Accounting and Reporting to expedite the preparation of monthly and year end financial statements and reports.

  • Compiles, analyzes, monitors, tracks and reports information for the development and implementation of monthly, quarterly, annual and five year forecast capital and operating budgets, and PUC filings.

  • Manages auditing of CRP applications and oversight of outside vendor audit review of CRP applications to prevent fraud.

Other Related Functions

  • Develops, implements, manages, and evaluates outreach campaigns for Universal Services programs.

  • Keeps abreast of current trends in customer service practices ensuring unit is up-to-date and processing information in accordance to federal, state and local regulations; makes appropriate recommendations for service modifications and ensures approved recommendations are implemented uniformly in all district offices.

Performs other special projects and assignments as directed.

  • Bachelors’ Degree in Business Management, Public Administration or other related field of study, Masters’ Degree preferred.

  • 4 to 5 years of related experience working with billing and customer services with 3 – 4 years in a supervisory role

  • Must have knowledge of the Public Utility Commission regulations, including Chapters 56, 58 and 62 and PUC policy statements, federal, state and local regulations

  • Must have knowledge of general office practices including but not limited to office administration, strategic planning, team building and personnel management.

  • Must have supervisory skills with the ability to create a professional and constructive environment that fosters a team-oriented and customer service approach to day-to-day operations.

  • Must have problem solving and decision making skills with the ability to handle multiple tasks under pressure while meeting deadlines

  • Must have verbal and written communication skills with the ability to effectively convey information to all levels of staff

  • Must have analytical, financial and presentation skills, with the ability to perform statistical analysis and prepare reports that support (i) recommendations offered to business units in order to make informed calculated decisions, (ii) program audits.

  • Must have advanced proficiency MS Office Suite programs (Word, Excel and PowerPoint)

Residency Requirement: All employees of the Philadelphia Gas Works (PGW) must live in the City of Philadelphia for the duration of their employment. If a candidate does not live in the City of Philadelphia at the time of hire, he/she must move into the city within twelve (12) months of his/her hire date.
