Position Description

This a key manager in the PHI Project Management organization. This position will manage PHI Environmental Planning Department. The Manager will have the responsibility for the leadership and direction of a team of environmental scientists/biologists/engineers. The Environmental Planning Department is responsible for obtaining environmental permits and licenses, managing the regulatory environmental application process as well as monitoring permit and regulatory compliance for all PHI capital construction and maintenance projects.

Direct the personnel and activities of the Project Management Group, including development, definition and implementation of work processes and financial management tools, development and implementation of processes and tools to oversee and effectively manage projects, control costs, assure adherence to schedules, prioritize projects and resources and forecast budgets. Assure the development and effective implementation of strategic initiatives. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity. Champion the use of the corrective action process and utilize continuous learning. Reinforce safe work behaviors and culture.


-Oversee the development and implementation of short and long term strategic initiatives designed to assure the highest levels of customer services, maximize profitability and achieve Exelon's reliability and customer retention goals.

-Manage the overall Project Management budget. Establish and monitor business plans and division objectives. Balance cost control with service level needs.

-Develop and maintain an environment that fosters a high performance culture and a learning organization. Leads Project Management team in promoting diversity. Serves as a change agent for business initiatives and assures the human element is understood and considered. Assure timely recognition of employee contributions.

-Provide leadership to and development of the Project Management team. Provide accurate and timely feedback regarding performance and operations. Conduct Performance Planning and Appraisal process. Identifies opportunities for growth and learning.

-Interface with other departments in Exelon and represent Exelon to other business units regarding projects under management and tools to support the process.

-Facilitates open and honest communication with Project Management staff. Assures that upward communication is integrated into the process, including employee grievances and complaints. Develop methods to assess communication effectiveness and implement continuous improvement initiatives.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

Position Requirements


-Bachelor's Degree in Business, Engineering or related field.

-Graduate Degree in Engineering, Business Administration or related field is desirable.

-At least 10 years of related experience, including at least 5 years as a supervisor or manager.

-Demonstrated knowledge and understanding of project management tools, techniques, and contracting.

-PPM certification is desirable.

-Proven leadership ability in a high performance culture.

-Proven high-level management skills in coaching and facilitating business competency.

-Proven performance management skills.

-Demonstrated ability to build consensus, establish trust, communicate effectively and foster culture change.

-Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.

-Demonstrated business acumen, customer awareness and ability to create value


In-depth knowledge of power delivery construction and operations and maintenance

In-depth knowledge of federal and state environmental laws and regulations

In-depth knowledge of State Licensing and other regulatory processes

Experience siting and licensing power delivery projects

Served as an expert witness
