Con Edison Section Manager / 3L in New York, New York

Qualifications: The Gas Compliance & Quality Assessment Department is looking to hire a highly motivated, dedicated professional to join the organization. The Section Manager will be responsible for developing and overseeing all functions and responsibilities of the new Compliance & Regulatory Strategy Section, whose mission will include the intake, interpretation, tracking and incorporation of regulations within Gas Operations and managing Gas Operations’ regulatory strategy and its relationship with regulators.

The right candidate must demonstrate a high energy level and be able to adapt to a fast changing operational and regulatory environment while maintaining attention to detail and excellent organizational skills. The ability to influence and promote change and improvements within Gas Operations and Gas Engineering is required. The successful candidate must possess a Bachelor’s degree in Engineering, Environmental Science; Legal Studies/Compliance, Communications, Project Management, Business, Information Technology, or related course of study. A Masters or Law degree is preferred. Must have a minimum of a Master’s degree with 6 years of work experience or a Bachelor’s degree with 8 years of work experience, and a minimum of four years supervisory experience. Prior experience in regulatory compliance, policy and procedure drafting and monitoring, auditing, quality assurance, or a related field is necessary. A working knowledge of regulatory requirements relating to gas pipeline safety is required. Must have excellent written and oral communication skills and experience reporting to senior officers. Excellent interpersonal skills and demonstrated leadership skills are required. Ability to work with and lead teams, and influence groups with whom there is no direct reporting relationship is also necessary. This individual must possess excellent interpersonal skills with a demonstrated ability to foster a team environment committed to Con Edison’s Corporate Values and our cultural imperatives of openness, fairness, and trust, enhancing stakeholder relationships, and cost consciousness. Must have experience with Microsoft Office Suite, and be comfortable learning and using various forms of technology and software to lead and manage the functions of the Compliance & Regulatory Strategy group. Gas Engineering or Gas Operations experience is preferred. Experience in project management is preferred. Experience in a compliance function is preferred.

Responsibilities: Develop, manage, and direct all functions and responsibilities of the Compliance & Regulatory Strategy Section whose mission will include the intake, interpretation, tracking and incorporation of regulations and regulatory strategy within the Gas Operations organization.. Participate and lead teams working on plans and programs to implement new regulations. Monitor and promote compliance with federal and state laws and regulations, and company procedures/specifications within Gas Operations and Gas Engineering. Evaluate and recommend changes to company specifications and procedures for compliance, clarity, applicability, and field performance. Use or assist in the development of technology to identify and analyze risks, trends, and areas for improvement. Monitor, track, and adjust, as needed, Gas Operations’ requirements pursuant to CEO Certification. Establish and manage a team responsible for pipeline safety compliance and regulatory strategy. Develop goals, determine human resource needs, productive targets, and performance indicators. Manage and control the budget for the team. Identify key performers and plan training advancements for staff. Participate in or lead committees or meetings focused on compliance, both internally and externally, such as for the Northeast Gas Association and the American Gas Association, among others. Develop and maintain processes and programs associated with the intake, interpretation, tracking, and incorporation of new and proposed regulations. Assist with the communication of new requirements associated with regulations. Participate in industry groups where proposals and industry issues are discussed. Work with Gas Operations to submit comments to proposed rulemakings and regulations. Guide cross-functional teams and resources who are planning for implementation of new regulations. Track implementation plans that proactively address changes to remain aligned with best practices in the industry. Gather information necessary to respond to regulatory issues and related activities. Work with Compliance Management on CEO Certification and other compliance-related activities.
