Qualifications: Construction Management is looking for a dedicated professional who is highly motivated, resourceful and articulate with a strong commitment to excellence. The successful candidate must have excellent leadership skill, exercise good judgment and render sound and technical decisions. To succeed in this position, the selected candidate must demonstrate a positive work ethic in support of the Company’s Corporate Values and Mission. The candidate must have a strong background in regulatory compliance and procedures, be proficient in Office Suites and Company computer systems and applications (e.g. LOT, Compass, Oracle EBS, ProjectWise, etc.) The candidate must possess excellent oral and written communication skills and be able to handle changing priorities; must be detail-oriented and possess strong organizational skills to track and manage multiple assignments in a fast-paced setting; must be self-motivated and possess informal leadership and interpersonal skills and must be able to develop positive working relationships between the various internal and external customers and all level of management and union. A Bachelor’s Degree in Business Administration, Construction Management, Project Management, or Engineering and a minimum of 5 years Steam, Gas or Electric Construction experience is required.

Master’s degree is preferred.

Responsibilities: The Project Specialist is responsible for supporting the General Manager and area Construction Managers with the review and evaluation of compliance issues/concerns and risk mitigation within the organization as well as with contractor resources performing gas mains and services installation. This includes contractor resource management, qualifications risk management, specification and procedural compliance, audit responses and corrective action execution. The Project Specialist will also provide support with KPI tracking and contract administration including review and revision of the trenching manual and special conditions as well as coordinate meetings with internal and external sources. The Project Specialist will ensure that safe work practices are followed and the environment is fully protected in accordance with Company policy and governmental regulations. Commitment to the Way We Work Principles, and adherence to the Company’s Standards of Business Conduct and other Company procedures including Environmental, Health and Safety (“EH&S;”), Diversity and Inclusion, discipline, and security. The position ensures that all organization employees and contractors remain in compliance with pipeline safety rules and regulations including federal and state code requirements, company specification adherence, documentation, training, and qualifications. The Project Specialist ensures that all organization employees and contractors adhere to NYC Department of Transportation sidewalk and street construction guidelines. Identify potential areas of compliance vulnerability and risk and provide general guidance on appropriate risk mitigation strategies as they relate to operational and administrative performance including but not limited to; pipeline installation, contract administration, and NOV mitigation. Provide operational experience and insight into proposed changes or revisions to existing compliance and management processes Institute and maintain an effective specification and compliance communication program for the organization and contractors including, specification updates, procedural bulletins, audit findings and corrective actions. Review and track documentation and follow ups in various systems such as ITS (Industrial Training Services) and ATS (Action Tracking System). Obtain and evaluate contractor resource availability and qualifications data to ensure adequate resource needs to meet work completion goals, year-end targets Review and monitor monthly Key Performance Indicators for the organization and discuss opportunities for improvement at the manager meetings. Evaluate Trenching Manual items and contract Special Terms and Conditions and manage revisions to ensure consistency in contract language and interpretations across all areas. Serve as the organizational liaison for compliance related matters as well as direct and/or attend meetings with various stakeholders. Perform other related tasks and assignments as required.

Physical Requirements: Must have a valid driver’s license.

Must be able and willing to travel within Company service territory, as needed. This position requires field visits within the service territory. All candidates must be able to work occasional extended hours due to Department needs or Company emergencies.
