National Grid Analyst, (Senior/Lead)Outdoor Lighting-NY in N Syracuse, New York

_About the Position:_


This position is under the general direction of the Manager, Outdoor Lighting-NY and is responsible forsupporting all strategic aspects of the Outdoor Lighting business as designated within the upstate New York jurisdiction. This support includes but is not limited to: facilitating the efficient and consistent application of all tariffed based lighting products and services; providing strategic business analysis utilized in the development and implementation of optimal asset management programs, rate cases and tariff revisions; continuous improvement and implementation of new business methods and systems; managing and executing business performance and critical customer specific reporting; verifying, correcting and managing customer and asset data integrity; facilitating the consistent and accurate transaction of agreements and contracts; interfacing with and providing the research and responses to internal and external customers; developing and performing all forms of knowledge transfer; and supporting all information system related requirements and regulatory/legislative initiatives for the Outdoor Lighting-NY business.


_Position Responsibilities (including but not limited to):_

  • Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of Outdoor Lighting tariffs, policies and procedures, and information systems within National Grid’s upstate New York (NMPC) jurisdiction including but not limited to:

o Outdoor Lighting customer requested services

o Operations and maintenance service performance

o Billing accuracy and associated reconciliations

o Asset sales and/or termination requests

o Customer or third party attachments to lighting infrastructure

o Manage customer owned lighting inventory/billing records.

  • Ability to actively participate and contribute toward the development, adoption and implementation of tariffs, special contracts and understand core provisions related to company responsibilities, rates, customers and regulators.

  • Ability to develop positive working relationships, internally and externally with a focus on the resolution of customer concerns (often relating to billing or company performance) and fulfill National Grid’s contractual obligations.

  • Manage necessary training and knowledge sharing for company personnel and customers to promote current technology, company standards, and innovative, energy efficient and cost effective lighting solutions.

  • Assist in the development and implementation of asset and business strategies, policies and procedures for Outdoor Lighting within the upstate New York jurisdiction to assure National Grid delivers current, industry standard products and services, consistent with legislative and regulatory requirements in accordance with contractual obligations in response to all customer requests.

  • Develop and report on specific key Outdoor Lighting performance indicators to be established and communicated between all responsible organizations to address:

o Construction order life-cycle,

o Maintenance order performance parameters,

o Project budget, cost and schedule performance,

o Inventory and billing accuracy parameters,

o Other tariff, business and audit required data reporting.

Knowledge & Experience Required:

*Technical Skills*

  • Working knowledge of the applicable OSHA, NEC/NESC and National Grid standards.

  • Understanding of safe/acceptable work practices related to OH and UG distribution and lighting facilities

  • Ability to understand contracts, orders, standards, engineering design drawings and lighting technical information.

  • Understanding of National Grid’s design, process and related geodetic information system requirement related to lighting and associated electric distribution infrastructure and systems.

  • Competent technical communication responsibilities for the development and deployment of Policies, Process Flows, Training instructions, Presentations, regulatory Information Request responses, proposed contract changes (i.e., MOU’s), etc.

  • Project Management knowledge to work through internal and external issues associated with varied customer related project matters.

  • Thorough understanding of the cost development elements which comprise National Grid’s tariff rates, fees, total project costs and allowed reimbursements (fixed or reconcilable) under the tariff or applicable contracts.

  • Assist in the development and application of National Grid rates applicable to joint use and joint ownership, e.g., RPPS, attachment fees, associated rates for National Grid support services, etc.,

  • Understanding of legislative and regulatory directives relating to all aspects of the outdoor lighting business and associated utility infrastructure attachments.

  • Provide the required support for the proper representation of National Grid’s position to regulatory and legislative staff in designated proceedings and associated regulatory Information Requests

_ Qualifications_

  • Associate’s or approved Technical Degree in the fields of Engineering, Business Administration or equivalent 3-5 years qualifying experience. A Bachelor’s or other advanced degree with diverse utility management experience is strongly preferred.

  • Understanding and experience with National Grid’s Enterprise and Customer information systems, specifically CSS, CSS-OL, MWork, STORMS, GIS, PowerPlan, SAP, Business Objects, Crystal Reporting and website application management.

  • Strong overall PC skills with proficiency in MS Office Suite; specifically MS Word, Excel, Access, Visio and Power Point.

  • Knowledge of National Grid’s budget process, financial accounting, customer relations and account management, engineering and design process, Operations, and associated procurement and regulatory processes.

  • Familiarity and awareness of outdoor lighting and related attachment technologies including market trends and industry standard applications and requirements.

  • Strong communication (verbal and written), contract negotiations and administration skills.

  • Creative contributor in a team environment while also self-motivated to promote continuous positive business change.
