Job Description

To provide leadership, technical direction and operational oversight to the Enterprise Network Services engineering teams that are responsible for all Cisco Networking systems, WAN/LAN/Internet, communications circuits, OpsNet operational network, Unified Communications platforms, VoIP systems, telephony and communications systems (voice and video), microwave wireless communications, to provide input into SG&T Comms backbone design and implementation plan.

Responsible for developing and implementing operational policies and procedures to ensure the most efficient delivery of Enterprise Network services.

  • Lead the development and execution of technical strategy for the enterprise’s networking and communications needs. 

  • Serve as an escalation point for the Enterprise Network Services engineering team.

  • Direct and coordinate all aspects of information technology infrastructure and architecture and establishes priorities for systems design, implementation, and maintenance to maximize organizational performance. Provides oversight and approves the initiation, completion and changes in scope to infrastructure projects.

  • Provide technical leadership and set direction for all netwoek and communications technologies that are listed above for all design, projects and operational matters. Ensure that the NYPA network and communications systems remain leading edge and meets all business requirements. Provide technical strategic and operational assistance to NYPA sites for network and communications technologies so that NYPA sites remain in-line with enterprise technology goals and standards.

  • Plan, prepare, establish and monitor components of Enterprise Networking and Communications capital and O&M budget including building the business case and providing cost/benefit analysis for technology investments. Approve and/or recommend for approval, equipment, hardware, software, systems, services and other related items as applicable to install or maintain technical services.

  • Manage employees by establishing annual performance goals, allocating resources, assessing annual performance, and determining individual merit, incentive and/or promotional increases. Supervise and provide leadership, coaching, guidance, training, career counseling and staff development, interview and select employees; recommend merit increases, transfers and promotions; counsel and discipline employees as necessary; recommend termination when appropriate; and monitor attendance of subordinates. Foster the development of subordinates through formal goal setting and development planning, and informal coaching and mentoring.

  • Work with staff members at remote NYPA sites to achieve infrastructure goals and objectives

  • Work with other internal technology groups to provide guidance and direction on networking and communications matters, ie CSE group, OT, SG&T, etc.

  • Ability to manage and work with outside service providers, including the ability to work in an environment driven by service level metrics. Ability to understand and operate within the terms of a service contract.

  • Ability to plan and execute procurement efforts of systems, services and other related items as applicable to competitive bidding procedures, RFP generation and bid evaluation, contract negotiations and vendor management.

  • Ability to develop, maintain and report on complex project schedules, resource loading, critical path dependencies, budget versus actual variances, and project milestone achievement.

  • Ability to:

  • Establish, plan, and administer the overall goals and direction for the Enterprise Network Services team

  • Establish and maintain strong partnerships with key technology vendors

  • Develop strategic direction and long-term roadmap for NYPA’s enterprise networks and communications platforms

  • Develop strategic realtionships with OT networking teams to align networking and communications responsibilities so that NYPA can realize efficiencies of common startegies and operational models.

  • Provide technical strategic and operational assistance to NYPA sites for infrastructure technologies so that NYPA sites remain in-line with enterprise technology goals and standards

  • Excellent interpersonal, oral/presentation and written communications skills in both technical and non-technical language. Ability to effectively communicate with varying levels of management and staff within business unit, OT teams and in IT.

  • Demonstrated technical skills in all phases of operations network design, implementation and analysis techniques.

  • Broad understanding of IT/Communication industry trends and tools as they apply to providing solutions to stated business issues and opportunities.

  • Ability to sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures

  • Knowledge of LAN, WAN, SAN, VMware, telecommunications, security and data center systems, equipment and technologies.

  • Knowledge of Electrical Utilities operation

  • General Network administration and security principles and practices

Required Experience

  • Bachelor’s Degree in Business, Information Management, or a related field preferred

  • Minimum seven years managerial experience with information systems and significant, demonstrated technical skills in data center operations, network equipment and protocols and telecommunication technology.

  • Experience leading technology projects and driving them to a successful completion on time

  • Experience successfully leading, motivating, and building a technology engineering and operations team

Job location will be dependent upon the location of the best candidate.
