Position Summary Under general direction, responsible for the more complex engineering activities. Works independently with minimal guidance using knowledge of engineering concepts in the disciplines required for the specific position. Accountable for leading PPL EU’s testing & commissioning processes

& procedures on transmission projects. Responsible for ensuring projects are commissioned in a safe, timely,

cost effective method within established PPL EU procedures and project schedule

milestones.

Job Description 1. Accountable for leadership of all testing & commissioning work on PPL EU’s transmission system ; ensuring safe completion of the defined scope of work, on budget, on schedule, and to the quality levels specified in the contracts.

  1. Lead testing & commissioning teamactivities on large scale projects and across multiple projects simultaneously,ensuring projects proceed efficiently. Activities ranging from design review in the engineering phase of aproject, through energization and completion on new greenfield or brownfieldsubstations and associated lines.

  2. Develops commissioningsequence and outage requirements for the safe installation of electricalequipment facilities while maintaining the electrical system reliability, workswith project teams to integrate work sequence and outage requirements into theproject plan.

  3. Participate in the review and award oftesting & commissioning proposals with PPL EU Sourcing; understand theterms and conditions in contracts, and manages contractors to terms andconditions. Reviews and approves changeorders for work not in scope, or changes to scope of work. Participates in claim disputes and resolutionsessions. Verifies contractor invoices,ensuring work invoiced has been completed.

  4. Develops preliminary test& energization plans to energize new facilities into the overall power gridin accordance with PPL EU’s established procedures, works with project teams tointegrate test & energization plan requirements into the project plan.

  5. Ensures reliableperformance of all transmission assets by performing effective design reviewsof proposed facilities during the engineering phase of a project, forming basisfor preparation of project specific testing & commissioning activities.

  6. Provides technicalassistance between engineering and construction for all aspects of the projectincluding equipment installing, relaying, SCADA, communication, and controlschemes to assure project is engineered and constructed as intended by designbasis.

  7. Reviews project specifictesting & energization plan prepared by test contractor, ensuring it is incompliance with project specifications, lines up with methodology inpreliminary test plan, and complies with all PPL EU requirements.

  8. Provides oversight andreview of all on-site electrical testing performed by contractor. Including electrical testing, apparatustesting, equipment testing, relay & control testing, and other specificproject needs as required to ensure safe and reliable installation.

  9. Providestroubleshooting expertise for construction and testing crews during all phasesof construction with special emphasis on construction work in and aroundenergized and operating facilities to preserve the project according toschedule.

  10. Provides regular project status,feedback, and critical path items to the PPL EU Construction Management,Engineering, and Project Management Groups.

  11. Prepares Project Asset AcceptancePackage for turn-over and sign-off by PPL EU designated representative.

  12. Updates PPL EU Testing &Commissioning SharePoint and is accountable for updating approved testingmatrix, test forms, acceptance checklists, and other requirements based offindustry best practice and internal lessons learned.

  13. Maintains working knowledge of industry best practices and applicationsat PPL EU.

  14. Ability to travel throughout the PPL EU service territory, this is aregional based position.

  15. Provide T&S emergency response support and storm response as part ofa rotating on-call schedule.

Candidate Qualifications Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility form upon hire.

Basic Qualifications 1. Bachelor's Degree in engineering or engineering technology from a college or university accredited by ABET, or recognized by ABET as substantially equivalent. (Discipline required will vary by the specific job requirements). OR PE license in the state of Pennsylvania.

  1. Minimum 5 years related engineering experience.

  2. Working knowledge of regulatory requirements and industry standards for the specific position.

Preferred Qualifications 1. Experience commissioning brownfield and greenfield

substation & lines projects from 69kV to 500kV.

  1. NERC V5 & V6 subject matter expert.

  2. Experience using Doble & ENOSERV, and other

electrical and relay testing platforms.

  1. Experience writing equipment startup and test

plans.
