Job Description Summary:

Individual will be responsible for planning project siting and permitting strategies and supporting the overall strategy to obtain necessary transmission project siting approvals, while also ensuring that the requirements of siting and permitting statutes and regulations are met by project teams. The selected candidate will provide technical support during siting proceedings, and maintain good working relationships with siting and permitting agency staffs as required. The individual will guide and assist project teams in their preparation of formal applications, petitions, and other applicable documents, for siting new or upgrading existing transmission and substation or facilities in Connecticut, Massachusetts, and New Hampshire. The selected candidate will also coordinate public hearing preparations with Project Leads, including the use of contractors/consultants directly or indirectly related to a project; serve as drafter, witness, and reviewer roles as assigned in the TRACS interrogatory process for all projects, and on any informational requests from the siting agencies. Individual will coordinate an overall siting process plan for all transmission projects by reviewing the five- and ten-year forecasts and the Business Plan, and establishing an overall siting schedule. Individual will maintain a siting and permitting process handbook including all states and agencies; serve as a resource to Project Leads throughout the duration of transmission or substation projects; and maintain proficiency with the State of Connecticut, State of New Hampshire, and the Commonwealth of Massachusetts siting procedures and regulations and EMF policies.
A Bachelor's degree in Engineering, Environmental Science, or a related field and a minimum of five years of related experience is required. Experience is desired in areas of utility regulation, siting utility facilities, environmental regulation or land planning. The selected candidate must have technical writing skills, including the ability to recognize and resolve problems in technical communications; and have the ability to work independently and professionally with project teams, their attorneys, outside consultants, other utilities and regulatory agency staffs. General knowledge of applicable regulatory, engineering, and construction procedures; knowledge of the energy delivery power system; and the ability to utilize information technology and the use of Eversource's office automation systems is required. Excellent communications skills; and the ability to "think on your feet" are required.
