JOB FUNCTION:

Responsible for the coordination and analyses of budgets and management reports for the company and its subsidiaries to include analyzing revenue, expense, financing, tax, and capital expenditure information needs of internal and external users and creating ways to meet those needs through the use of the various accounting and budgeting systems (SAP, UI Planner, UI Model) and other sources, and administering the planning and budgeting processes and systems and tools for the operating and capital budgets.

ESSENTIAL FUNCTIONS:

  • Prepares, coordinates, analyzes, and monitors Hawaiian Electric’s and its subsidiaries revenues, expenses, financing, tax, and capital expenditures, including updates and other reports to management.. Prepares presentation materials for senior management. Recommends and implements methodologies, standards, and controls for the Company’s planning and budgeting processes.

  • Analyzes revenues, expenses and capital expenditures information needs of various users, both internal and external to the Company (Department Managers, Project Managers, Engineers, Board of Directors, the PUC, legislators, etc.) through data obtained from various budget or accounting data bases and other sources. This may include ad hoc reports, data access, and databases. Serves as an expert resource for the Company by maintaining a high level of knowledge of budgeting and utility accounting concepts and principles. Maintains the Company’s management reporting system and recommends improvements to the overall policies and procedures.

  • Develops and documents PUC procedures; provides assistance and training for project managers and team members in these procedures. Assists Project Managers and Department Managers in preparing and analyzing PUC applications and project cost reports. Ensures that Project Managers comply with PUC reporting requirements. Investigate and report variances identified with PUC projects.

  • Coordinates and leads various processes within the group’s areas of responsibilities, including planning, setting targets, and follow up. Administers budgeting system (UI Planner). Provides insight to tables and data definitions for the accounting (SAP) database, as needed.

  • Provides user training on how to prepare and create an organization or project budget using UIPlanner, and how to access [via various budget and accounting data bases (SAP)] and interpret management reports. Serves as a subject matter expert to the tools and information supporting the operating and capital budgets.

  • Compiles, calculates, and analyzes the revenue requirements and provides support to Company witnesses for general rate applications and other regulatory or legislative proceedings for Hawaiian Electric and its subsidiaries.

  • Prepares, coordinates, and analyzes long-range financing estimates for the annual financing plan and other presentation materials for security analysts, and financing applications.

  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    Knowledge Requirements

  • Thorough knowledge of planning and budgeting concepts and forecasting principles.

  • Thorough knowledge of utility accounting, finance, cost accounting and ratemaking principles.

  • Thorough knowledge of statistical techniques.

  • Thorough knowledge of PUC application and reporting requirements.

  • Working knowledge of tax accounting and data processing concepts.

  • Basic knowledge of engineering, project management, and planning (T&D and generation) practices.

  • Highly developed interpersonal skills to be able to work with varied disciplines and levels.

  • Excellent oral and written communication and listening skills and presentation abilities to effectively communicate complex systems and information to audiences of varying knowledge and backgrounds.

  • Ability to train and develop others in complex and specialized processes.

  • Strong computer skills for personal computers and/or mainframe systems and related software applications.

  • Ability to develop and design reports using spreadsheets, word processing and graphics applications.

  • Ability to analyze and manipulate masses of data to derive meaningful information for widely varying needs and audiences. Ability to separate the relevant from the irrelevant.

  • Ability to comprehend complex concepts quickly.

  • Ability to make decisions in an environment where policies are changing and new guidelines and practices must be developed.

  • Ability to deal with rapidly changing priorities.

    Experience Requirements

  • Several years (5-7) of general accounting experience with at least 3 years in the area of budgeting and financial forecasting in a utility environment preferred.

    Hiring Range: The hiring range for the BUDGET ANALYST [Req ID 9065] position is $76,500.00 to $97,600.00. The person selected will be placed according to his/her skills and qualifications.
