Job Description

Utility Billing Supervisor and Analyst

Umatilla Electric Cooperative (UEC) is a progressive Electric Utility Cooperative located in North Eastern Oregon along the beautiful Columbia River, offering a wide variety of activities year round. UEC is experiencing rapid growth in the commercial and industrial area and has a challenging position for the right candidate. UEC is seeking a full-time Utility Billing Supervisor and Analyst to be located at the utility office in Hermiston Oregon.


This position is responsible for overseeing all of the billing processes and functions at the Cooperative. This position will add value to the Cooperative by ensuring the accuracy and timeliness of all billing activities; and, in addition, this position will prepare monthly and ad hoc reports to management to assist with decision making, goal setting, and reporting to the Board of Directors.


Responsible for operations and activities of billing and metering data functions.

Supervises and directs billing clerks, or individuals, assigned to complete billing activities, assuring the accuracy and timeliness of billing data.

Daily verification of Meter Data as related to the billing at the active account level. Identification of issues, and work directly with members/vendors to resolve issues with account data on a daily basis.

Recommends improvements and modifications to improve billing and metering data processes.

Prepares reports on operations and activities; recommends and assists in the implementation of goals and objectives; implements policies and procedures.

Responsible for responding to escalated member questions in an informative timely manner.

Designs and maintains task work flow for all billing functions in accordance with good standards of internal control and maximum efficiency.

JOB DUTIESother duties as assigned…

Conducts daily analysis of data related to key accounts, or accounts enrolled in unique billing programs.

Manipulates and analyzes meter data to ensure accurate and timely bills. Aid the cooperative's management with data interpretation, test hypotheses, make decisions and establish goals; support billing and rate analysis; support load data analysis requests.

Prepares other operational analytical and statistical reports as requested and prepares and updates public informational materials related to utility billing.

Identifies problems, researches and analyzes relevant information, and develops and presents recommendations and justification for solutions.

Responsible for maintaining and modifying approved rates and associated charges in the Cooperative’s billing system as required.

Plans, organizes, assigns, supervises, and reviews the work of assigned staff; conducts employee evaluations, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion; trains staff in work procedures.

Participates as a member of the Finance Team supervisor group in a variety of projects to include: Finance Department strategic planning, department training plans, reconciliations and various accounting projects not directly related to Utility Billing.

Organizes and prioritizes a variety of projects and multiple tasks in an effective and timely manner; organizes own work, sets priorities, and meets critical time deadlines.

Bachelor's degree (B. A.) from four-year College or university; or six (6) to eight (8) years related experience and/or training; or equivalent combination of education and experience.

In addition, three (3) to (5) five years of experience with reviewing, summarizing, analyzing and reporting on meter usage data is strongly preferred. Three (3) to five (5) years of general supervisory experience (need not be industry specific) preferred.
