JOB SUMMARY :

This position is primarily responsible for the following: Negotiating new and maintaining existing Distribution Pole Attachment Agreements, managing MPC’s distribution pole attachment permit process, annual and semi-annual pole rental invoicing for Cable Television (CATV), annual invoicing for miscellaneous pole attachments, annual invoicing for AT&T pad-mount bonding and out-of-parity pole rental, managing and updating MPC’s pole attachment database, resolving operational issues with pole attachment licensees and AT&T, scheduling and facilitating required semi-annual joint operational meetings with AT&T, Joint Use email monitoring and reporting, overdue transfer monitoring and reporting, coordinating periodic CATV/Telecom pole attachment count surveys, coordinating the AT&T/MPC Pole Ownership Survey (completed every five years), providing National Joint Use Notification System (NJUNS) support to the Divisions, annual updating of MPC’s Storm Location Guides, providing support to all Divisions for Mississippi Department of Transportation (MDOT) permit processing, maintenance of the Distribution Engineering/Services website, publishing new and routinely updating existing Distribution O&M Procedures, creating and publishing quarterly Distribution Newsletters and providing support to the Division’s for various asset management programs: Ground line inspection / treatment, Overhead Inspection, Underground Equipment Inspection, Underground Cable Testing/Replacement.

JOB REQUIREMENTS:

  • Knowledge of MPC’s O&M Procedures for Joint Use Agreements, MDOT Permitting and the FCC rules and regulations related to mandatory pole attachments.

  • Excellent organizational skills to provide support for special projects and various distribution asset management programs.

  • Strong written and oral communications skills.

  • Strong listening skills with the ability to demonstrate patience with internal and external customers.

  • Demonstrated ability to prioritize and multi-task.

  • Efficient use of Microsoft Office products (Word, Power Point, Access and Excel).

  • Working knowledge of JETS, DistGIS, CSS and CAMP.

  • Strong knowledge of, or capability to learn, applicable company policies, procedures and distribution construction standards related to Joint Use.

  • Knowledge of contracts combined with negotiation skills in establishing and interpreting agreements with third party attachers.

  • Ability to organize, analyze and summarize data in the form of written reports, charts and graphs.

  • Knowledge of, or capability to learn, distribution electric operations and construction practices and NESC clearance requirements for electric distribution facilities and communications attachments.

  • Knowledge of the Company’s budgeting and accounting processes.

MAJOR JOB RESPONSIBILITIES:

  • Develop, negotiate, implement and administer all distribution pole attachment contracts with CATV/telecommunications companies, governmental agencies and commercial (public and private) entities. Monitor AT&T and third party NJUNS overdue transfers and take appropriate action to reach resolutions.Collection and filing of third party attachers proof of insurance and bonds.Work directly with AT&T’s management and MPC’s field personnel to resolve operational issues between MPC and AT&T.

  • Coordinate the operations and maintenance of NJUNS.This position serves as the Distribution Department’s NJUNS Subject Matter Expert (SME) and is responsible for providing support, leadership and guidance to MPC’s distribution field personnel and various Division NJUNS administrative support personnel.This position serves as MPC’s NJUNS Administrator and as one of two Mississippi representatives on the NJUNS Board of Directors.

  • Provide leadership within the industry by actively representing and serving in leadership roles on the Southeastern Electric Exchange (S.E.E) Joint Use Committee, the Southern Company Joint Use Committee and the NJUNS Board of Directors.

  • Develop and maintain good business relationships with representative from MPC’s Joint Use partner – AT&T and all third party attaching companies.

  • Provide support with the coordination and tracking of routine inspection programs and special projects such as: GLT and overhead inspections, cable testing/replacement projects, underground equipment inspections, etc. This position provides support for development of contract terms and conditions, maintenance of existing program tracking tools development of ad-hock program tracking tools.

  • Manage pole attachment count surveys, pole ownership surveys (performed every 5 years) and provide support to MPC’s Revenue Accounting Department in the creation of invoices for AT&T’s annual pad-mount bonding and out of parity pole rental and annual/biannual pole rental invoices for all third party attachers.

  • Perform data analysis, create summaries and provide reporting on special projects and routine maintenance programs progress and results.

  • Monitor and audit the third-party permit attachments performed by MPC’s pole attachment administrator.

  • Serve as MPC’s liaison to MS 811

  • Serve as liaison to MPC’s two primary weather services and provide interpretation of weather information and notification to internal stakeholders.

  • Provide support to Divisions related to MDOT permits (provide guidance to Divisions regarding permitting process, preliminary review for completeness and accuracy, interface with MDOT Engineering Districts)
