Job Description

Position Summary:

This job requires the use of some judgment to comply with instructions and standard procedures. Assists linemen and/or servicemen with construction of new distribution and/or services, working on the ground and handling only de-energized wires or equipment; maintains tools/equipment in proper working order; effectively represents the Cooperative to members and the general public; completes necessary records. Expected to successfully complete the lineman apprenticeship program through on-the-job training, as well as through classroom type training provided by the Cooperative. It is necessary for the Groundman to become a qualified climber and proficiently demonstrate the ability to perform pole top and bucket rescue with training provided by the Cooperative. Must obtain and maintain proper Commercial Drivers License. Must work in a safe, efficient and compliant manner. Performs other related duties as requested.

Key Responsibilities Include but Not Limited To:

  • Participates in tailgate conferences in planning daily jobs and procedures to be used

  • Assists in installation and maintenance of security lights

  • Loads and unloads poles, transformers, and other material

  • Assembles and installs down guys as directed.

  • Assists in connecting services

  • Digs pole and anchor holes and sets anchors; sets, aligns and frames poles according to RUS specifications

  • Keeps informed of direction of line feeds and the locations of reclosing and switching devices

  • Patrols the distribution lines of the Cooperative and reports any unsafe or unsatisfactory conditions

  • Assists in performing emergency maintenance and repair of lines and related equipment

  • Ensures that job locations are left in a neat and safe condition following completion of work

  • Assists linemen in setting up digger truck and bucket trucks

  • Trims trees and cuts brush (and disposes) for right of way clearance as required

  • Assures that trucks, tools, and working equipment are properly used and maintained

  • Performs required maintenance in accordance with established maintenance and service schedule for vehicles

  • Performs preventative maintenance on tools by sharpening blades and replacing handles, sprockets and chains, etc. as required

  • Observes and reports to supervisor any irregularities in Cooperative equipment, meter services and distribution lines

  • Washes trucks as needed

  • Explains to members, as requested, the Cooperative's policies and procedures related to services and construction

  • Handles complaints or problems with courtesy and tact; and responds and renders necessary service and communicates all feedback to supervisor or appropriate department

  • Takes a turn in the standby rotation

  • Administers first aid and CPR as required

  • Attends and participates in job and safety meetings as well as other training programs

  • Operates radio communication equipment

  • Performs other related duties as requested

Knowledge, Skills and Abilities

  • Must develop a familiarity with RUS specifications as well as the NEC and NESC

  • Knowledge of the Cooperative’s policies/procedures related to construction and operations of distribution systems

  • Skill to perform basic (adding, subtracting, multiplying, and dividing) mathematical computations

  • Skill to perform required duties in construction and maintenance of distribution/service lines; operate bucket and derrick trucks

  • Ability to read and understand policies, procedures, and instructions

  • Ability to understand and apply electrical terminology specifications and regulations necessary to perform work

  • Ability to learn to operate tools and equipment used in the construction operations and maintenance of electrical distribution lines

  • Must have aptitude for mechanically oriented work and able to work several feet off the ground when climbing

  • Verbal skills to communicate clearly with supervisors, crew members, and consumers regarding technical or service information

  • Have a clear understanding of connectors and their requirement for each wire size and combinations, as well as a basic understanding of other materials and equipment

  • Must be able to read and write English and be able to speak and understand spoken English

  • Skills to perform first aid and CPR

Physical Specifications

Must be able to see well enough to read text material and tables. Must be able to hear well enough to comprehend oral instructions in person or by telephone. Must be able to write, draw, and manipulate equipment. Must be able to move about rough terrain and construction sites. Must be able to climb and maneuver poles within 90 days of employment. Frequent physical activity to include walking, stooping, bending, lifting 100 pounds, climbing , kneeling, reaching, crawling, pushing and working in awkward positions . Must have good dexterity to operate various pieces of operations equipment, including test equipment, and computer equipment. Must be able to accurately identify and analyze equipment noises and conditions. Must be able to communicate clearly and accurately for work and safety compliance.

Credentials and Experience:

High school diploma or equivalent; technical education in electrical mechanics helpful; Must have or maintain within 6 months of employment first aid and CPR certificate. If under age 21 upon hire, must be able to obtain and maintain a Class B CDL within 6 months of employment. If age 21 or older, must be able to obtain and maintain a Class A CDL within 6 months of employment. Not obtaining and maintaining the proper CDL within the given timeframe will be grounds for dismissal. Must successfully complete the lineman apprenticeship program as directed by management.

Work Environment:

Works outside approximately 95% of the time in all weather conditions, day and night.

Ability to establish and maintain effective working relationships with PEC staff and the general public. Must be a team player, high integrity, regular work attendance, courteous and friendly, able to work well with diverse groups of people and gain and maintain respect of others, both inside and outside the Cooperative.

Special Requirements:

Job offer is contingent on results of post-offer drug and alcohol testing. Employee will also be subject to drug and alcohol testing pursuant to Cooperative policy and U.S. Department of Transportation regulations. Must be willing to work as a "B" person on standby on a rotational basis. Must acquire and maintain qualifications for climbing utility poles, and perform pole top and bucket rescue within 6 months of employment. Must be willing to work during non-duty hours, overtime, holidays, and weekends in emergency situations. Must be willing to participate in special training programs/classes as requested. Must be willing to travel overnight intra/interstate to attend and participate in special training programs/classes, storm outages and other activities as requested. Must reside within the designated residency area as per current policy.
