Develop and implement strategic initiatives/directives for electric and gas services, including authoring tariff terms and conditions, customer agreements, service policy documents and other policy instruments. Coordinate the resolution of tariff and service policy issues with internal stakeholders. Represent Public Service Company as a regulatory policy expert in regulatory proceedings and meetings with external stakeholders. Develop and maintain working relationships with neighboring electric and gas utilities. Represent Company in resolving issues and disputes with other utilities involving service territories and operational issues. Maintain electronic maps documenting the boundaries between the Company’s electric and gas service territories and the territories of other utilities.
Serve as an internal expert on the interpretation of electric and gas tariffs and service policies. Propose, coordinate, and implement changes to the Company’s service policies, the terms and conditions of service in the Company’s tariffs, and customer agreements. Support Account Representatives, Area Representatives, Operations, Service Policy, Outdoor Lighting and other stakeholders in tariff and service policy interpretation.
Lead negotiations with neighboring utilities regarding service territory and service policy matters.
Represent the Company in regulatory and other legal proceedings involving service territory and service policy issues.
Monitor Commission proceedings and rulemakings dealing with territorial and policy matters. Coordinate and communicate the Company’s strategy and response.
Maintain electronic maps documenting the boundaries between the Company’s electric and gas service territories and the territories of other utilities. Manage and drive special projects associated with territorial mapping and technology.
Lead the development of work processes to support tariff administration and service policy development.
Lead Company’s efforts on territorial Certificates of Public Convenience and Necessity, contracts and other territorial agreements. Model the facility costs from annexations and other swaps.
BA/BS degree in business, economics, engineering or a related discipline or an equivalent combination of education, training, and experience.
A minimum of eight years related work experience.
Excellent verbal and written communication skills required.
Technical analysis/problem solving and research skills are essential.
Must be proficient in MS Office Suite.
GIS experience preferred.
