Responsible for strategic development of the department business plans for gas and electric distribution reliability and regulatory reliability reporting for the Colorado Public Utilities Commission Quality of Service Plan, which includes penalties of approximately eleven million dollars. This includes the responsibility for electric system operation, electric distribution dispatch, gas distribution dispatch, control center operations coordination, electric trouble operations, and distribution automation and communication equipment maintenance. Accountabilities include, but are limited to: electric dispatch functions associated with all emergency, outage, and non-outage service work; gas dispatch functions associated with emergency response and notification; field response for all electric emergency, system integrity which may include construction and maintenance activities, and distributed automation activities; maintenance and planning activities associated with distributed automation; all administrative and compliance activities related to these activities. Responsible for guiding a team of approximately one hundred individuals, and managing a budget of approximately ten million dollars.
Develop, implement, and monitor strategies and business plans aligned with achieving gas and electric reliability and goals. Monitor the financial, operational, and performance aspects of the gas and electric distribution control center, electric trouble operations, distribution operations coordination, and special maintenance. Accountable for safety, cost, customer service, and reliability targets that are consistent with the business plan.
Develop strategic plans to achieve to achieve the regulatory requirements related to the Colorado Public Utilities Commission Quality Service Plan. Develop and implement strategies to assure the business does not exceed the thresholds related to penalties associated with the Quality Service Plan.
Represents the company in a leadership role in front of regulatory agencies, communities, and customers regarding reliability, outage restoration, and system monitoring strategies. Monitor and assure internal and external communications regarding distribution system integrity, gas and electric emergencies, and other significant abnormal system conditions. Provides information on the status of the distribution system (i.e. abnormal configurations, etc.)
Align departments to achieve electric and gas system performance goals within the corporate business plan. Monitor performance and develop strategies to address pending and current gaps related to goals within the corporate business plan.
Develop and monitor departmental budgets. Implement strategies and/or action plans to resolve budgetary issues to achieve business plan goals. Establishes the O&M and Capital Expense budgets and, and accurately forecasts fiscal outcomes.
Provide strategic planning in areas of new technology, operations effectiveness/efficiency metrics, ownership of the overall operating performance metrics, Human Resources planning, succession planning, training & development, and work planning .
High school diploma or equivalent
Bachelor's degree in Engineering or related field (6 years of related work experience may substitute for the degree)
10 years experience in gas or electric delivery which includes a minimum of 5 years experience in activities related control center operations, and managing bargaining unit employees
In depth knowledge of labor agreements and contracts
Ability to serve as media spokesperson
Experience negotiating labor agreements
Working knowledge of operational tools
