Position Summary:

Under a general level of supervision, the IT Project Manager/Scrum Master (SM) is accountable for the execution of Information Technology (IT) projects of moderate size, risk, and complexity. The SM employs their skills, talents, and knowledge of Scrum and other agile project management frameworks to assure high quality products are delivered while optimizing the cost and delivery of value. The SM maintains complete transparency on the current state of the project, the forecast cost and delivery. The SM enables project stakeholders to make good business decisions based on timely, effective communications. The SM coaches the team members on the art of project execution as it pertains to the project management framework being utilized and enables and promotes team level continuous improvement activities which increase quality and optimize delivery of value.

Principle Accountabilities:

  1. Coach the team on the use agile values, agile principles, and Scrum practices while building a culture of trust, respect, simplicity, courage, transparency, and agility

  2. Coach the team to higher levels of maturity, at a pace that is sustainable and comfortable for the team and organization

  3. Communicate effective, timely, and helpful information to the team, leadership and stakeholders by ensuring information sources (including the Scrum Board) are kept current and can report status of the team anytime, to anyone

  4. Ensure the team is identifying risks, issues and impediments. Guide the team on how to remove impediments and/or remove the impediments to enable the team to progress

  5. Conduct activities such as retrospectives, huddles, etc on a regular cadence and execute on the outputs to help the team and organization improve, and install a culture of continuous improvement

  6. Know and communicate team capacity and ensure team commitments are realistic and sustainable

  7. Work with the team and leadership to estimate, budget and control project costs as well as ensuring required project artifacts are delivered and meet expectations

Minimum Requirements:

IT Project Manager:

Education:

Bachelor Degree in Computer Science or related field, OR Associates degree with 2 years of related technical/project management experience, OR High School Diploma/GED with 4 years of related business or technical/project management experience.

Experience:

Minimum of 4 years (in addition to any educational experience in lieu of degree as identified above) IT and Business experience including work in one or more of these areas: project management, Agile Framework, major construction, or engineering. Certification: Certification or degree aligned with project management discipline.

IT Project Manager Sr:

Education:

Bachelor Degree in Computer Science or related field, OR Associates degree with 2 years of related technical/project management experience, OR High School Diploma/GED with 4 years of related business or technical/project management experience.

Experience:

Minimum of 6 years (in addition to any educational experience in lieu of degree as identified above) IT and Business experience including work in one or more of these areas: project management, Agile Framework, major construction, or engineering. Certification: Certification or degree aligned with project management discipline.

Requirements - Other:

  1. Knowledge of Agile values, principles and the Scrum framework.

  2. At least one year experience in leading projects utilizing a project management framework such as Scrum, Waterfall, etc.

  3. Experience demonstrating and coaching others in the areas of servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment and transparency.

  4. Experience forecasting team budget burn and project budget spend.

  5. Experience with release planning and forecasting, aligning delivery expectations with all stakeholders.

  6. Excellent communication skills with experience engaging personnel at all levels of the organization.

  7. Excellent facilitation, team-building and collaboration skills.
