PRIMARY PURPOSE OF POSITION

Proactively identify, evaluate, and implement, in a team setting, opportunities to minimize the company’s state and local income/franchise, sales/use, and gross receipts tax burdens. Serve as a technical resource on matters relating to state and local taxation. Identify and implement state and local tax return positions. Provide oversight over the transaction tax compliance function. Manage and resolve state and local tax audits and appeals for specific, delegated jurisdictions. Help to manage and direct the details, day-to-day issues, and tasks of cross-functional project teams in order to implement state and local tax planning strategies. Assist with the development and administration of policies as appropriate to ensure effective coordination of state and local tax planning across business units. Direct and manage, in detail, projects and tasks undertaken by staff. Work closely with the State & Local Tax Director and Government Affairs to monitor state legislation, analyze its impact on the organization, and advocate for favorable passage.

MAJOR DUTIES AND ACCOUNTABILITIES

  • Build and maintain strong relationships with peers and management at business units and within Tax.

  • Identify, evaluate, and develop strategies to reduce state and local taxes for business units in all states in which they do business, and help manage cross-functional teams in order to effectively implement such strategies.

  • Develop state and local tax filing positions for business units and respond to inquiries regarding tax matters.

  • Manage and oversee the state transaction tax compliance team.

  • Support legislative and government affairs activities related to state and local taxes.

  • Identify, negotiate, and implement opportunities to take advantage of state and local tax incentives.

  • Monitor and implement state and local tax law changes.

  • Support merger and acquisition activity from a state and local tax perspective.

  • Stay abreast of business developments; identify potential state and local tax implications of new business activities and changes; identify ways to mitigate unfavorable state and local tax consequences resulting from such activities and changes.

  • Delegate specific projects or tasks to staff; manage and monitor staff progress.

  • Manage audits and appeals in specific, delegated jurisdictions.

  • Review the preparation of FIN 48 memoranda for state and local tax matters.

  • Mentor and develop state and local tax staff.

  • Assist State & Local Tax Director with development of the state and local tax group’s annual business plan.

POSITION SPECIFICATIONS/REQUIREMENTS

LEVEL OF EDUCATION/CERTIFICATION/YEARS EXPERIENCE

  • Undergraduate degree in Accounting or other financial discipline.

  • Minimum of 10 years of multistate tax planning experience focusing on large corporations, including a combination of industry, public accounting, or law firm.

  • Equivalent to a senior manager/director in public accounting.

  • Proven record of success in identifying, developing, evaluating, and implementing high value state and local tax planning initiatives.

  • Certified Public Accountant or other financial certification and/or advanced degree (JD or MST) highly desirable

TECHNICAL COMPETENCIES

  • Understands complex tax concepts and applies such concepts to minimize taxes.

  • Performs or directs research to implement complex tax planning strategies.

  • Expertise in multistate tax laws, rules, and regulations.

  • Understands the impact of state and local taxes on the financial statements.

  • Resolves complex technical issues; recognizes the need for internal or external subject matter expertise and makes appropriate recommendations to the State and Local Tax Director.

  • Possesses excellent research, writing, and communication skills.

  • Possesses ability to communicate complex tax issues to senior management in non-technical terms.

  • Energy industry experience is desirable, though not at the expense of a broad base of state and local tax experience.

  • Occasional travel to other offices with tax personnel (tax personnel are located in Chicago, Philadelphia, Baltimore and D.C.).
