SUPERVISOR PROJECT CONTROLS (17-083)

POSITION SUMMARYThis position will supervise the project controls cost/schedule and performance improvement functions of the Engineering Projects organization. The position includes supervising cost analysts, schedulers, and support staff in the development of various project controls methodologies, and preparation of reports detailing weekly, monthly, annual, and overall project cost and schedule performance, and variances from baselines. Departmental responsibilities include establishing and maintaining various reports and performance indicators for project managers, department managers, and site executives to provide meaningful cost, schedule, and other project performance information for monitoring actual results versus established baselines. This position will provide an interface between the projects organization and other department support committees/organizations such as Plant Health Committee, Finance Committee, Financial Services, and Integrated Plant Scheduling (IPS) as needed to ensure alignment of project timelines, schedules, and budgets with the site.
Supervise cost analysts, project schedulers, and project specialists for the project controls functions
Supervise and coordinate personnel schedules, meetings, activities, and reporting
Administer and oversee the development of numerous project status reports, and performance indicators to support visibility of projects across the project teams, and up through station management
Provide and monitor control methodology and reporting for projects actual vs. budgeted expenditures and forecasted future expenditures to give project managers, departmental supervisors and managers, and all levels of WCNOC management a valid basis to make budgetary type decisions
Administer and oversee the preparation, documentation, review, and approval of departmental budgets for the projects organization, and provide visibility of those budgets to all levels of management within WCNOC, as needed
Provide and monitor control methodology and reporting for projects actual vs. baseline schedules, and revised schedules to give project managers, departmental supervisors and managers, and all levels of WCNOC management a valid basis to make project scheduling decisions
Interface with other groups/department supervisors and managers at the station to ensure alignment with the projects organization in the areas of budgets, schedules, implementation timelines, and long range planning
Review detailed reports including accounting transactions, journal entries, cashflows/forecasts, financial reports, schedules, and performance indicators for accuracy and completeness
Administer and oversee process and performance improvement functions to ensure continuous improvements in project control capabilities and efficiencies, as well as maintaining project and department performance indicators
Ensure a professional, competent and motivated staff by directing the selection, training, and ongoing development and evaluation of all personnel within the group.
Perform other duties as assigned by management.
This position requires a BS degree in project management, construction management, or project related business field and five years of experience in the areas of project management, project controls, cost budgeting, financial analysis, scheduling, or project related business.
PMI/PMP Certification preferred but not required.
ADDITIONAL INFORMATIONThis position requires a basic understanding of project management principles, budgeting, and scheduling concepts.
This position requires the ability to supervise multiple personnel and work groups, address personnel issues, maintain confidentiality, and coordinate resource availability within projects, departmental, and site needs
Previous background in cost analysis and/or scheduling is preferred. Knowledge of the Primavera P6 Enterprise scheduling software is preferred
This position requires a good working knowledge of FERC regulations and WCNOC financial reporting systems and budget processes.
This position requires proficiency with computer based spreadsheet, database, and word processing software.
This position requires effective written, oral, and presentation skills, the ability to handle multiple demands, calculate figures and amounts, and have a mature and responsible work ethic.
This position requires a satisfactory work record including good attendance
