Job Description

OBJECTIVES:

To ensure the purchase of materials, equipment, and services at the most economical price commensurate with quality and delivery time.

To ensure compliance with corporate Purchasing Policy.

To develop reliable business relationship with suppliers.

To manage/coordinate maintenance and repairs of building facilities.

REPORTING RELATIONSHIPS:

Reports to: Vice President of Administration

Supervises: Purchasing Assistant, Facilities Maintenance Technician

PERFORMS PERSONALLY:

Selects vendors and procures materials and supplies that meet cooperative needs and expectations.

Maintains and controls purchase orders, ensuring appropriate levels of approval.

Evaluates vendor service levels and approves quality of items purchased.

Negotiates with suppliers for most acceptable price and terms.

Coordinates with all major functions of the cooperative to meet purchasing needs.

Develops bid documents. Coordinates bid process for purchases when required. Works with appropriate managers to ensure specifications are met.

Evaluates opportunities for new supply sources and/or products and services.

Coordinates placement of blanket material orders.

Works with Warehouse Supervisor to maintain material at optimal inventory levels.

Serves as the Materials Procurement Coordinator for the Emergency Restoration Plan.

Manages the maintenance of records to support the purchasing process.

Works with Operations personnel to complete an accurate inventory process.

Manages building maintenance and repairs for Bowling Green office and district offices as requested.

Responsible for mail services, including pickup and delivery. Schedules courier services, as needed, for district offices.

Negotiates with and manages the work of the custodial (cleaning) contractor for all offices.

Manages all general service (non-electric related) contracts including, but not limited to, janitorial, shredding, equipment leases, and building maintenance.

Provides assistance and input to the annual budget process.

Works according to safety rules and policies adopted by Warren RECC, is responsible for own safety, and reports all accidents to supervisor.

Complies with traffic laws, regulations, and safe practices while operating any company vehicle.

Job Requirements

JOB SPECIFICATIONS

POSITION: Purchasing Agent

EDUCATION

High school graduate required.

Associates degree in business related field preferred.

EXPERIENCE

Must have 10 years utility experience or 5 years purchasing experience, preferably with electric materials, equipment, and services. In lieu of associates degree must have 15 years of utility experience or 10 years of purchasing experience.

Supervisory experience and demonstrated leadership ability desired.

Experience dealing with the public, beneficial.

KNOWLEDGE

Must have a knowledge of materials and supplies used in utility system operations.

Must have knowledge of RUS construction specifications and the RUS approved list of materials.

Must be trained in first aid and CPR.

Must be proficient with Microsoft Office.

Must be willing to attend training courses and seminars related to work.

ABILITIES AND SKILLS

Must be able to handle diverse tasks and organize work to meet deadlines.

Must be able to deal effectively with employees and vendors.

Must have excellent communication skills.

WORKING CONDITIONS

Overtime may be required, especially in emergency situations.

Overnight travel may be required to attend meetings and seminars.

OTHER

Must have a valid driver's license.
