Job Description:

Idaho Power is seeking an Operations Settlement Leader. The Leader oversees and leads the daily, weekly, and monthly cycles of performing pre-settlements, shadow settlements, final settlements, invoicing, and adjustments of transmission and energy settlements in Power Supply. He/She interprets and implements complex transmission and market settlement concepts. The successful candidate is also responsible for accurate after-the-fact data collection and verification, reporting of data, and customer statements.

Typical Job Duties:

  • Ensure settlement staff meet deadlines of performing settlement activities.

  • Ensure customer’s settlement statements are accurate.

  • Lead staff to identify settlement anomalies and determine the cause.

  • Oversee the dispute resolution process with the market operator as necessary.

  • Work towards settlement dispute resolution on behalf of Idaho Power and its transmission customers. Respond to customer inquiries as needed.

  • Ability to interpret and apply FERC, NAESB, NERC, and organized market regulations to all settlement and after-the-fact transactions to meet both accounting rules and regulatory requirements that apply to Idaho Power Company (IPC).

  • Follow and understand policy and rulemaking actions that may impact settlement and billing operations.

  • Plans, schedules, and assigns work duties within settlement team ensuring work is timely, accurate and necessary. Assist teams in effective problem identification, evaluation, and solution.

  • Participates in the modeling, analysis, administration, interpretation and implementation of data requests to support the Company regulatory filings to the IPUC, OPUC, and FERC. Prepares work papers, exhibits, disclosure schedules and written testimony or disclosures that represent IPC's ATF operational settlement records used in regulatory filings.

  • The western EIM market and settlements

  • Electric industry transmission and power operations

  • Wholesale electric and gas market fundamentals.


  • Regulated utility accounting principles.

  • Think across the affected functional areas (Power Supply Operations, Transmission Operations, Balancing Authority, Plant Operation, Rates and Regulatory and Engineering).

  • Effectively communicate the impact of complex market rules to executives and managers

  • Conceptualize upstream and downstream systems and processes that will have impacts to EIM settlements.

  • Lead a team versed in market understanding as well as understanding of highly technical applications

  • Prioritize tasks across multiple areas and help team members with prioritization

  • Think in abstract and apply general knowledge base to develop creative solutions to problems.



  • Bachelor's degree in economics, finance, accounting business, or engineering, OR equivalent training and/or experience.


  • 7 years in market or power supply operations, finance, corporate analysis, with demonstrated leadership experience.


  • 10 years in market or power supply operations, finance, or corporate analysis.

  • Five years of directly-related experience in an organized electric utility market or independent system operator or its substantive equivalent.
