Scope of Work - Main duties, settings, geography, reporting relationships, other relationships:
Responsible for System Protection testing, documentation, reporting and maintenance of Bulk/BES power in New York (NYSEG and RG&E;) along with support of Central Maine Power and Maine Electric Power Company, including a relationship with standards and training. The electric delivery system in New York contains approximately 5,600 miles of transmission lines & 598 substations. The electric delivery system in Maine contains approximately 2,600 miles of transmission lines & 233 substations (for a total of 8,200 miles and 831 substations). Consult and guide AVANGRID analysts and engineers on Bulk/BES system protection testing and maintenance engineering for bulk power projects to ensure consistent and concise testing, documentation, reporting, system reliability and safety. Guide engineering studies to evaluate equipment, system effectiveness, and power system operations. Lead and guide related Engineering and Operations groups across AVANGRID in their technical training and development protection systems. Evaluate and implement new and advanced technology platforms to increase reporting databases. Ensure all substation/transmission protection compliance standards and designs meet applicable company, local, state, and national codes and standards (IEC, IEEE, NESC, FERC, NERC, NPCC, NYISO, ISO-NE, NY PSC, and ME PUC). Liaison across Operating Companies, across global affiliates, with different departments, and with outside groups and agencies. MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):
- Guide engineering/operations testing, commissioning and analysis of Bulk/BES system protection systems in support of capital and maintenance related activities while keeping system performance enhancement in line withbudgets. Responsible for consistent and concise test macros/procedures developed both internally and by
test engineering criteria, documentation, reporting, standards,
contractors and consultants. (20%) 2. Responsible for the development of the system protection testing platforms for AVANGRID and coordination with global affiliates; test equipment specifications, and requirements for system protection test equipment suppliers and contractors. Oversee the evaluation and demonstration of new test technology in terms of safety, cost and other efficiencies; and implement to enhance power system performance. (20%) 3. Responsible for providing oversight and implementing program changes to ensure compliance with all NERC and NPCC requirements for the Bulk/BES system. Take the lead technical role on all audits to ensure evidence is accurate and complete and testify as required. (20%) 4. Responsible for protection maintenance documentation and reporting strategies and implementation/oversight. (20%) 5. Represent the company on regional and national committees. (5%) 6. Lead and guide the technical development of the system protection test engineering/standards within the maintenance engineering group. (15%)
Education & Experience Required:
Bachelors degree with a minimum of 8 years relevant experience required
Professional engineering license preferred
Independent decision making capability
Strong diagnostic and problem-solving skills to decipher the most perplexing technical and analytical problems.
Strong communication skills and interpersonal to articulate highly technical concepts
Effective leadership skills to drive change and adoption of new technologies across Operating Companies and international affiliates.
Expertise in performing complex Bulk Power test plans/macros, analysis and calculations.
Demonstrated project management skills.
Strong awareness and application of commercial implications, including cost estimating, budgeting, least cost planning, etc.
Safety leadership by example in application of and adherence to all safety regulations in process and procedures development
Expertise in all aspects of power engineering theory, application, standards, design, test, commissioning, and analysis.
Frequent conference calls, on-line presentations and travel across AVANGRID territory.
