Director ACRE (Action Committee for Rural Electrification) M2
Position is responsible for strategically positioning NRECA/ACRE politically with Members of Congress, the national parties, and ensuring the programs soundness and credibility with our donors/membership. Ensures compliance with all Federal Election Commission (FEC) regulations. Provides expert level advice to two Department Vice Presidents, administers a multi-million dollar Political Action Committee (ACRE), and serves as a senior member of the Government Relations decision making team.
Purpose and Mission
• Demonstrate NRECA's Management Performance Standards. Enable Achievement, Inspire the Team, and Build Relationships to create a constructive work environment and engages employees in our mission.
• Direct ACRE operations; orchestrates Government Relations department functions; manages and supervises staff for day-to-day operations.
• Lead approval process for all ACRE contributions and work with Government Relations senior management and CEO regarding PAC contributions.
• Coordinate solicitations and expenditure of ACRE funds. Provide expertise to statewide CEOs on fundraising practices & provides political intelligence, manages contribution requests, reviews regulations and coordination of PAC contributions.
• Analyze monthly ACRE financial statements for accuracy and reviews receipts and disbursements report to FEC for accuracy and timeliness.
• Oversee \"Meets & Greets\" for candidates as well as fundraising events for Members of Congress.
• Work with statewide associations/local cooperatives to initiate Consumer Owners for Political Action.
• Direct ACRE staff and establishes guidelines for accuracy of day- to-day ACRE operations.
• Lead planning and implementation of new programs and system changes; keeps informed of IRS and FEC rules and regulations that could adversely impact ACRE, PACE, and Good Government Golf Fund.
• Oversee continuous updating of program material and works with outside vendors to create materials explaining purpose and benefits of ACRE.
• Provide expert analysis to ACRE executive committee (NRECA Officers and CEO) on ACRE contributions, legislators' standing on REC issues, updates on political campaigns.
• Serve as compliance officer for all ACRE related activities; must direct and update process(s) to meet FEC mandated requirements and ensure compliance by ACRE and its 16 affiliated PACs. Provide expert advice to membership on FEC compliance.
• Direct planning and management of Good Government Golf Fund program.
• Oversee 4 direct reports
Requirements and Qualifications
• Bachelor's degree in Liberal Arts, Public Administration or related field; Master's preferred
• 8-10 years' experience with fundraising, managing people/systems, identifying and influencing contributors in a political setting (finance campaign management/finance director state-wide campaigns, trade associations).
• Knowledge of fundraising concepts and principles and how they would work to accomplish both state and federal legislative and potentially, regulatory goals as demonstrated by prior work experience.
• Knowledge of Federal Election Commission (FEC) regulations and rules as they apply to Political Action Committees for revenue and disbursement activities & Affiliated PACs.
• Ability to build and sustain a high-performing team with an appreciation and interest in building and sustaining strategic relationships with key internal decision makers, members, staff and the public as demonstrated by prior work experience.
• Ability to organize and manage time, multi-task, operate under pressure and prioritize projects (or work) using effective organization skills as demonstrated by prior work experience.
• Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner as demonstrated by prior work experience.
• Ability to exercise judgment and discretion in the execution of all duties and responsibilities as demonstrated by prior work experience.
• Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization as demonstrated by prior work experience.
• Ability to travel as demonstrated by prior work experience.

• The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
• Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
