This is an open position with FirstEnergy Service Company, a subsidiary of FirstEnergy Corp. [FEU]

This position reports to the General Supervisor, Asset Systems and is located at the General Office in Akron, Ohio. The Supervisor, Operational Technology Configuration Management (OTCM) Business Administration, is a newly created position in the group that is responsible for supervising a team of employees responsible for the business administration and support of the OTCM system for FE’s substation equipment. The OTCM system which is made up of Powerbase and RTS is the primary storage and collection system for configuration information. Powerbase (a relay configuration database) was rolled out in April 2017 and RTS (a relay testing and configuration tool already utilized by FE) is being modified to interface with PowerBase in 2017. This position will be responsible for all aspects of the day to day business administration, support, and general communications related to OTCM. The position will work across FE with many departments, including but not limited to: regional operating company personnel, FERC Compliance, EDPP, Transmission & Substation Design, Transmission & Substation Services, Project Management, IT, and Work Management. In additional to FE internal stakeholders, this position will work with the Doble/ENOSERV (OTCM vendor) to propose and implement PowerBase upgrades to enhance the usability of PowerBase.


  • Demonstrating and directing a solid commitment to all aspects of safety.

  • Working with Doble/ENOSERV (PowerBase & RTS software vendor) to coordinate system improvements, upgrades and testing new releases of the code.

  • Working with FE IT, ENOSERV, and all FE internal stakeholders to coordinate OTCM system upgrades and maintenance outages.

  • Developing and documenting business processes as needed to insure consistent, sustainable operations of the OTCM system.

  • Providing training to the regions on Powerbase, RTS and related data systems, including functionality, processes, and roles and responsibilities.

  • Creating and maintaining PowerBase / RTS Relay Templates

  • Coordinating OTCM systems upgrades, maintenance outages

  • Working with approximately 800+ FE OTCM users

  • Providing OTCM database support

  • Providing RTS technical support to users

  • Providing services to help maintain the integrity of substation equipment configuration and related data in the OTCM system.

  • Providing OTCM business administration services necessary to insure compliance with all regulatory standards including CIP and internal standards including RAAD.

  • Working with internal FE stakeholders on the creation, updating and administration of FE preventative and corrective maintenance procedures, relay templates and test routes in PowerBase and RTS

  • Working with others on the Asset Information and Tools team to insure proper processing of substation equipment data between Cascade and OTCM.

  • Providing oversight and business administration of user access to PowerBase and RTS

  • Proposing new solutions to improve PowerBase, RTS and related tools to insure accuracy, efficiency, and adherence to applicable FE standards.

  • Directing and developing staff responsible for FE’s substation configuration information.

  • Conducting applicant interviews, managing employees’ performance to achieve established objectives, conducting performance reviews with employees, and providing coaching on an ongoing basis.

  • Understanding and managing work according to business needs, departmental budget, and regulatory requirements.

  • Setting priorities for the team to ensure task completion; coordinating work activities with other supervisors and/or managers.

  • Encouraging open, honest, direct, and ongoing conversation amongst team members.

  • Leading process improvement activities that increase productivity and enhance data quality.

  • Analyzing complex issues and developing actionable recommendation; ensuring decisions impacting the team and FE Regional Management are based on data and sound reasoning.

  • Supporting the Emergency Plan through participating in the assigned storm duties including hazard response and hazard dispatch activities


  • Bachelor’s degree in an engineering or information technology discipline with a minimum of 5 years of related work experience.

  • In lieu of a degree, 7 years of direct, related experience will be considered. The experience must include system administration along with an in-depth understanding of the subject matter.

  • Proven effective leadership skills to communicate with and direct work of others that will ensure safety and produce satisfactory work.

  • Excellent customer relations skills and strong communication skills to make clear, accurate and concise oral and written reports.

  • Experience in Energy Delivery (ED) transmission/distribution systems or in general business operations preferred

  • Knowledge of Energy Delivery work management processes and procedures preferred

  • Familiarity of transmission substation equipment and related attributes and configuration is preferred.

  • Strong teamwork and interpersonal skills.

  • Ability to work cooperatively with others and to provide excellent customer service, as well as work independently.

  • Ability to manage a dynamic work environment with travel periodically between multiple local work locations and occasional overnight stay required.

  • Established relationships with internal customers a plus.

  • Strong oral and written communication skills to effectively convey information to various levels in the organization

  • Excellent analytical abilities involving complex problems; exercise sound judgment; detail oriented.

  • Demonstrate a questioning attitude to continue to learn, produce results, and strengthen existing relationships

  • Familiarity working with databases is preferred.

  • Familiarity with either or all – Powerbase, RTS, Cascade / QlikView / Energy Delivery Outage Application (EDOA) / CrossBow / SAP is preferred.

  • Highly proficient with Microsoft Office tools, including Excel, Access, PowerPoint, and Word.
